Former Chattanooga police chief indicted on multiple charges, including perjury and official misconduct.

Celeste Murphy, the former police chief of Chattanooga, turned herself in at the Hamilton County Jail on Thursday to face criminal charges. A grand jury returned a 17-count indictment against her, including 14 felony and three misdemeanor charges.

The charges against Murphy include perjury, official misconduct, illegal voter registration, and falsely filling out official documents. The Tennessee Bureau of Investigation (TBI) has been investigating allegations of official misconduct against Murphy since April.


According to the TBI, Murphy knowingly entered false information on several government documents related to establishing residency in Chattanooga. The documents mentioned in the charges are her voter registration form, driver's license application, and a residency affidavit from the Department of Safety and Homeland Security.

Murphy also faces official misconduct charges because she allegedly falsified the documents while employed as a public servant. The indictment states that Murphy signed official documents that stated she primarily resided in both Chattanooga and Atlanta. However, according to the Secretary of State, a person can only have one residence.

Murphy was appointed chief in 2022 by Chattanooga Mayor Tim Kelly. She had been a top officer at the Atlanta Police Department and became Chattanooga's first female police chief. Murphy resigned on Wednesday and will receive three months of severance pay on her $177,700 salary.

Executive Chief Harry Sommers, who joined the department under Murphy in 2022, will lead the department on an interim basis. A search committee will start looking at candidates for Murphy's replacement.

The case will be handled by a prosecutor from outside the district, after Hamilton County District Attorney Coty Wamp recused herself. Michael Dunavant, a former federal prosecutor and state DA, was appointed by the Tennessee District Attorneys General Conference.

The local chapter of union Fraternal Order of Police said its members appreciate the TBI's investigation and offered support during the search for Murphy's replacement. The indictment unsealed Thursday only lists the charges against Murphy, offering no narrative of her alleged conduct.

Murphy's case highlights the importance of upholding the law and maintaining the public's trust. As a police chief, she was entrusted with the responsibility of enforcing the law and maintaining order. However, the allegations against her suggest that she may have violated that trust.
